First, you need to install EssentialPIM to a new computer and register it (if you're using the Pro version) with your license key. Latest EPIM versions are always available from the Get EPIM page. Older versions are here.
Second, you need to transfer your database file. The default path for EPIM databases is:
C:\Users\User_name\AppData\Roaming\EssentialPIM Pro. Database path can also be seen at the top of the EPIM's window and under File -> Database Management. Note, the "AppData" folder is hidden in Windows by default, so you might need to enable the display of hidden folders feature in Windows first.
Once you get your database file, open it in EPIM by clicking on File -> Open.
